Hutu rebels, remnants of the force that killed nearly a million Tutsi in the 1990s, continue to raid villages along the Rwandan border. Most of these Hutu groups have camps in Congo. Rwanda continues to threaten Congo with military force if Congolese troops do not do something about the Hutu rebel camps. Congo doesn't have the trained troops for the job, so the UN peacekeepers in Congo are seeking to do it.
