While the Burundi government and rebels haggle over details in their peace agreements, the fighting in the countryside has been steadily declining. Also declining is the number of people in refugee camps. Two years there were 281,000 people in such camps, but since then about half of these refugees have felt confident enough about the law and order situation, to go home. There are still several thousand armed rebels out there, and these guys are still living largely off plunder. But they restrict their operations to a few areas, and are under constant pressure from the army and police.
