Congolese rebel leader, colonel Jules Mutebutsi, has fled to Rwanda with 300 of his men. Congolese troops and UN peacekeepers are looking for Mutebutsi and his men. Like so many other groups of ethnic Tutsi rebels, Mutebutsi and his gunmen are considered bandits, to be shot on sight. Mutebutsi and his followers were disarmed when they entered Rwanda, and are being kept in a lightly guarded detention camp.
