In Burundi, the national vote on the new constitution had been put off to late December. Continued disputes between Hutu and Tutsi politicians, as well as delays in registering voters, caused the delay. Moreover, the disarmament program for former rebels is behind schedule. While most Burundians want peace, there are still minorities in the Tutsi and Hutu communities who want to continue fighting. The violence has killed over 300,000 people in the last ten years.
