The UN weapons embargo against Somalia has failed. Each month, at least 2-3 shipments have been detected entering the country by air, land or sea. The shipments tend to be small, and the gunrunners are basically criminal gangs doing it for the money. The UN has asked, in vain, for countries in the region to help enforce the embargo. Smuggling is very popular in the region, and government officials often get bribes to look the other way. The bribed officials don't care what is being smuggled.
