Chadian troops had to enter a refugee camp on the Sudanese border and restore order. Some of the refugees were angry at improved conditions in the camps, and saw this as an attempt to make their exile permanent. The hostile refugees see the UN as complicit with the Sudanese government in forcing black Sudanese farmers off their lands. The hostile refugees have taken to making physical attacks on UN camp workers, and had injured several before the soldiers showed up. Two refugees were killed before the soldiers had finished.
