 Two new rebel movements have show up. In northern Darfur, there is the National Movement for Reform and Development. This outfit has been attacking government troops and convoys and demands to be part of current peace negotiations. But this group is considered a breakaway faction of  JEM (Justice and Equality Movement), which considers the new faction to be government collaborators.  The rebels say that any other new "rebel" groups are government supported factions meant to disrupt peace negotiations.
