A federal judge ruled on 13 March that the US was not beyond its authority when it charged Osama bin Laden and 16 others with the bombing of two US embassies in Africa. Attorneys for six of the accused had claimed that US prosecutors were seeking an unprecedented and unjustifiable expansion of their jurisdiction to cover crimes committed on foreign soil. District Judge Leonard Sand said that it would make no sense for foreign terrorists to be exempt from US laws and that the law allowing prosecution of anyone who uses a weapon of mass destruction against Americans was clearly written to apply to attacks by foreign nationals. Prosecutors had argued that terrorist attacks are illegal in every civilized country and no one who commits such an act should be able to complain about where their trail takes place.-Stephen V Cole
