The new office to coordinate Homeland Security will eventually employ 145 people, with a payroll of $23 million a year. About $12 million has been spent fitting out their offices. Mail to the White House sent today will take four weeks or longer to arrive since every letter must be inspected and irradiated. The White House is using messengers to carry critical documents to other government agencies and the Congress. Stephen V Cole
