  Georgian officials admit that some 700 Chechen rebels are spending the Winter in the Pankisi Gorge near the Russian border. It's common knowledge that the Georgian police and army have been paid off by the Chechens to stay out of Pankisi. Military and police operations in Pankisi last Summer were apparently for show. As a result, the Russians are still threatening to send their own troops into Pankisi.
