For the third time this month, troops and police were sent to the Astrakhan region in the Caucasus, to deal with violence between Chechen refugees and locals. The Astrakhan people are Buddhists, while the Chechens are Moslems, which causes some of the friction.
In Dagestan, next to Chechnya, a remote control bomb killed three policemen. Increasingly, Islamic militants are making attacks, and terrorizing people, in this area. A group calling itself the Islamic Jamaat of Dagestan, took responsibility.
